Roads between Boise area and Wood River Valley via Lowman

Anybody know whether the road through Horseshoe Bend and Banks is better or worse for cyclists than the road through Idaho City? I posted a more complete question on the road forum but didn't receive a response. I'll be riding this route as the tail end of a ride from Hood River, OR to Hailey, ID.

Personally, I would take it through Idaho City but either way it would definitly be better to be doing it with more than one guy.

Thanks. I think all road riding is safer in a group, but when you're doing a longer trip it's not always possible to have other people to ride with. I have a Burley trailer that I'll be hauling that has a orange flag, and I have a jersey that is the retina-burning yellow! If you're up for riding from the Emmett area up through Horseshoe Bend with me I'd love to have company. I'm not yet sure what day I'll be through that area but I plan to leave Hood River on the 19th and think I'll arrive in Hailey 9 days later, so that puts me in your area on approximately the 25th of June.
